Archives is a location within the Panopticon, on level 2. Archives contains multiple collectibles, including multimedia files and normal correspondence files. You can get there earlier by taking the elevator to level 4, going out on the bridge and dropping down to the level 2 bridge. Use the Evade ability to negate your fall so you don't die.
