Dr. Tokui Tapes is one of the Collectibles in Control. This Collectible is only available for players who bought the Control season pass DLC on PlayStation 4. Picking up the Collectible starts the PlayStation 4-exclusive side mission Dr. Yoshimi Tokui's Guided Imagery Experience.

Good news! The Dr. Tokui tapes arrived this week. Finally. You really should have used same-day shipping.
I sent them out to Dr. Darling and Dr. Harrington to check out before we begin serious examination. If you need them right away, I'd check Darling's room and the Ritual Office.
