The file can be found in the Containment Sector, in the Medical Wing. From the Logistics Control Point, Head straight up the stairs, through the double doors, and into the Medical Wing. After passing the Safe Room there will be a security checkpoint with a Clearance Level 6-locked room on the left. The recording can be found in the security room on some file cabinets.
