Penny Bartwell was the head archivist of the Dead Letters Archive for the Federal Bureau of Control.
Biography[]
Working in the Executive Sector, Bartwell was responsible for the creation and subsequent management of the Dead Letters Archive, having requested its creation from Director Zachariah Trench to act as a database to assist research teams looking for connections and also to preserve "windows into authentic human encounters with the paranatural world." She noted that not all received letters would be authentic, but that even false alarms provided insight into human perception of the unknown.[1] One notable incident she encountered during her work in the archive was the discovery of the Moving Letters Altered Item, which she found trying to escape a filing cabinet.[2]
Bartwell was also responsible for setting up the "Bureau Book Bunch," a FBC employee book club which met weekly. The last book she assigned before the Hiss invasion was "Unless You" by J. D. Brooks. She encouraged the book club members to turn in their book reviews to her on Monday, the day before the invasion, so that she could generate conversation starters for their intended meeting the next day.[3]

While the other members of the book club all died in ways relating to how they perceived the contents of "Unless You", Bartwell's fate is unknown.
