This Collectible can be found in the Active Threshold underneath Central Research. It is located at the Active Threshold Sublevel Control Point. (From the Active Threshold Control Point, jump down into the large pit, then navigate forwards, take two lefts, and jump down to reach the Sublevel Control Point.)

This Collectible originally used the audio of Quarry Site Beta Log 2. Following the Expeditions update, it was replaced with a separate recording of the same name, and the original log was renamed and placed in Quarry Site Beta.
